Every diver surfaces. Every time.
Health, safety, and environmental compliance is not a department at Charlie Frey — it is the operating philosophy. Every procedure, every permit-to-work, every dive plan is engineered around the principle that commercial work is only successful if every member of the crew walks off the vessel at end of shift.
The four pillars of our HSE culture.
Every Charlie Frey dive is executed against a written procedure, witnessed by a surface supervisor, and documented in our permanent record. No exceptions — not for emergencies, not for VIP clients, not for anyone.
Planned Work Only
Every dive begins with a written JHA and permit-to-work signed by the dive supervisor and vessel representative. Unplanned work is not authorized — ever.
Dual Diver Protocol
No diver ever enters the water without a qualified stand-by diver dressed and ready on surface. Redundancy is non-negotiable.
Medical Presence
A certified dive medical technician is present on every job. Recompression chamber access is verified before the first diver enters the water.
Stop-Work Authority
Any crew member, at any level, may stop any operation at any time for any safety concern — no questions asked, no consequences, no exceptions.
Certified by the right bodies.
Our certifications are independently audited and continuously maintained. Certificates are available for download from the client portal of our Fleet.io platform.
PRE-DIVE BRIEFING / TOOL-BOX TALK
Lighter footprint, harder standards.
In-water hull cleaning is regulated differently in every port. We meet the strictest — California State Lands, BIMCO, IMO, and the emerging EU biofouling directive — as our global baseline.
- ◆Closed-loop effluent capture on every hull cleaning operation
- ◆Soft-brush tooling that preserves antifouling coatings
- ◆Full BIMCO / IMO biofouling compliance as standard
- ◆Carbon-neutral offset on all mobilized dive teams since 2022
- ◆Zero-plastic waste policy on every job site
